Thank you for your interest in the City of South San Francisco’s Inclusionary Housing Program. Below Market Rate (BMR) homes are priced to be affordable to households that are at or below certain designated income levels. Prior to submission, review the City’s BMR Procedures & Guidelines, then provide answers to the application below.

In an effort to promote and support South San Francisco’s community and housing objectives, the City has structured a priority scoring preference system to apply towards the lottery. The scoring system provides a higher level of points for individuals that fit within the categories noted below. Any residing member on title may be eligible to meet and fulfill a priority parameter. The priority structure will be as follows:
• Live/Work in South San Francisco — Must have current documentable permanent residency in the City. Must have a place of business or permanently employed by an employer whose business is located and conducted in the City of South San Francisco. Must be permanently employed at this business for at least 20 hours per week and for a duration of at least six months. Alternatively, must be able to demonstrate permanent employment through an employment contract.
• First-Time Homebuyers — May not have owned a property in the past three years from the expected date of purchase of the BMR.
Priority parameters are not a requirement for eligibility. Buyer eligibility requirements are only related and applied to household income, household size, and financial capacity. Purchase priority parameters are applied to generate a preference order for households who meet the eligibility requirements.
